Naif Sheshah is the Deputy Governor for Strategy and Digitization at the Communications, Space & Technology Commission (CST) of Saudi Arabia, where he leads the organization’s strategic planning, digital transformation, institutional performance, and sustainability agenda. He has played a central role in shaping CST’s long-term vision, including the development of the CST 2030 Strategy, while driving initiatives that strengthen Saudi Arabia’s digital competitiveness and support the objectives of Vision 2030.A recognized leader in strategy and technology policy, Naif has led transformative initiatives across the telecommunications, postal, space, and digital sectors. His work spans national strategy development, regulatory transformation, organizational excellence, digital sustainability, and the adoption of emerging technologies. He currently oversees programs focused on institutional transformation, digital government, enterprise performance, business continuity, and the future of communications infrastructure.Naif has championed several flagship national initiatives, including the ICT Sector Sustainability Report and Saudi Arabia’s nationwide E-Waste Campaign, promoting environmental sustainability and the circular economy through technology. Throughout his career, he has consistently combined strategic vision with execution, delivering complex crosssector programs involving government entities, regulators, and industry leaders.Before assuming his current role, Naif served as Chief Transformation Officer at the Saudi Space Commission, where he led the organization’s transformation agenda during a pivotal stage of its institutional development. Earlier, he held several executive leadership positions at CST, including General Manager of Planning & Development and Acting General Manager of Postal and Logistics Services, contributing to the modernization of Saudi Arabia’s ICT and postal sectors.In recognition of his leadership, Naif was selected as a Young Global Leader (YGL) by the World Economic Forum. He has also completed executive education programs at Harvard University and INSEAD. He holds a Master’s degree in Business Process Management from the Queensland University of Technology and a Bachelor’s degree in Information Technology. Beyond his executive responsibilities, Naif serves on several national advisory and governance boards. He is widely recognized for bridging strategy, regulation, and innovation to build resilient digital ecosystems and prepare institutions for the next era of artificial intelligence, connectivity, and sustainable digital growth.
