Mohammed AlBughubar

Mohammed AlBughubar is Director of Space Policies at the Communications, Space and Technology Commission (CST) of Saudi Arabia. He leads the development and implementation of national space policies and regulatory frameworks, including the Saudi Space Law and Bylaw, and has directed the development of more than 20 regulatory frameworks, governance models, and licensing regimes supporting private-sector participation and national capabilities in the Space sector.Mohammed previously served as Acting Director of Space Licensing at CST, where he led the issuance of the Kingdom’s first permit in the Space sector for an Earth Observation (EO) platform service. He also directed regulatory initiatives related to import and export controls for Space-related goods, items, and technologies, while overseeing licensing processes and coordination with government entities, industry stakeholders, and international organizations.Throughout his career, Mohammed has contributed to the development and modernization of regulatory frameworks across the Space, Telecommunications, and Technology sectors. His experience includes Regulatory Impact Assessments (RIA), regulatory drafting, licensing frameworks, policy implementation, and multi-stakeholder consultations. He has also represented Saudi Arabia at the International Telecommunication Union (ITU), the United Nations Office for Outer Space Affairs (UNOOSA), and the Committee on the Peaceful Uses of Outer Space (COPUOS).Mohammed holds a Master of Business Administration (MBA) from IE Business School and a Bachelor of Science in Applied Electrical Engineering from King Fahd University of Petroleum and Minerals (KFUPM). He is also a certified Project Management Professional (PMP®) and has completed executive development programs in leadership, digital transformation, strategy, emerging technologies, and telecommunications regulation
