From Skills to Systems: Rebuilding Human Capital in the Age of AI

AI is not merely transforming jobs — it is exposing structural weaknesses in how we develop, signal, and deploy human talent. For decades, workforce strategies have focused on expanding access to education and increasing digital literacy. Yet despite rising investment, the gap between learning and labor market outcomes continues to widen.This keynote argues that the future of competitiveness depends on moving from “skills conversations” to systems transformation. Human capital must be redesigned as an integrated architecture — where education providers, employers, credentialing bodies, and digital platforms operate as a connected ecosystem rather than isolated actors.
